Applications are now open for the Government of Azerbaijan Scholarship 2026. The Ministry of Foreign Affairs and the Ministry of Science and Education of the Republic of Azerbaijan are pleased to announce the call for applications for the flagship “Heydar Aliyev International Education Grant Program 2026-27.” This prestigious scholarship, funded by the Government of Azerbaijan, offers outstanding students from eligible countries the chance to pursue full-time undergraduate, graduate, PhD, medical residency, and general medicine programs, as well as preparatory courses at leading higher education institutions in Azerbaijan.

The scholarship was established in honor of Heydar Aliyev, one of Azerbaijan’s great national leaders. Annually, around 100 awards are granted through this program. The scholarship covers all costs related to the program, including tuition fees, international flights, a monthly allowance, and medical insurance, allowing students to focus on their studies without worrying about finances. Interested individuals should submit their applications by April 15th, 2026. Objective

The objective of the Heydar Aliyev – International Education Grant Program is to foster academic collaboration between Azerbaijan and participating countries and to contribute to the human capital in the other countries.

Degree Programs and Duration

The scholarships are offered for the following degree programs:

Bachelor’s Degree: 4-5 Years
General Medicine: 5-6 Years
Master’s Degree: 1.5-2 Years
Doctoral Degree: 3 Years
Medical Residency Program: 2-5 Years
Preparatory Courses: 6 Months – 1 Year

Scholarship Coverage

The scholars will receive the following benefits

Full tuition fees coverage
Round-trip international economy class flight tickets to Baku, Azerbaijan
Monthly allowance of around 470 USD to cover living expenses
Comprehensive medical coverage
Visa costs

Eligible Countries

Individuals belonging to the following countries are eligible to apply:

Small Island Developing States
Member States of the Non-Aligned Movement
Member States of the Organization of Islamic Cooperation
Countries with the same cultural, ethnic, and historical ties as Azerbaijan

Eligiblity Criteria

Citizens of the above-mentioned countries are eligible to apply
Azerbaijan nationals are not eligible to apply
Age requirement:
- Bachelor/Medicine program: below 35 years
- Masters/Medical Residency: below 40
- PhD Program: Below 45

How to Apply for the Azerbaijan Government Scholarship 2026?

The application process for the scholarship consists of two mandatory stages; direct submission of applications is not entertained. Follow the following steps to apply:

Stage 1: National Nomination

Identify the relevant government authority in your country and provide all the documents and the nomination form before the local deadline

Stage 2: Online Application submission

Candidates who will receive a nomination from their authorized government authority can only proceed to this step.

Visit the offical Study in Azerbaijan Centralized admission portal, choose Heydar Aliyev” option before applying, select upto 3 degree programs you wish to apply for. Upload the supporting documents, and you are done.
