Applications are open for the Taipei Tech New Southbound Policy Elite Study Program 2025. The Minister of Foreign Affairs has established a prestigious “New Southbound Elite Training Program,” intended to promote New Taiwan’s Southbound Policy and enhance the economic and cultural exchanges with countries located in the South Pacific, South Asia, and Southeast Asia.
The objective of the Elite study program is to expand diplomatic and economic cooperation, enhance talent development, deepen cross-strait exchange, and assist enterprises to expand in international markets. The duration of the study elite program is 5 months, which is scheduled to take place in one of the prestigious institutions, “National Taiperi University of Technology” from September 2025 to January 2026.
The program is exclusively designed for outstanding sophomore to senior university students from the Indo-Pacific to study in Taiwan and have an opportunity to explore the diverse culture of Taiwan. The program offers hands-on training in AI & Semiconductor along with Chinese language courses. The Government of Taiwan offers comprehensive financial support to cover Air ticket, living expenses, housing, insurance, and much more that we will discuss later in this post.Â
The SouthBound Elite training program does not charge any application fee while applying for the program. The application submission is online – interested individuals need to submit their application before July 4th, 2025. Coverage
The Government of Taiwan offers comprehensive financial support to the participants, which includes:
- A travel allowance of NTD 15,000Â to cover air travel tickets
- A Monthly allowance of NTD 10,000 to cover living expenses
- A housing allowance of NTD 15,000
- Allowance for student insurance NTD 3,300
- Language courses covered

Program Main Objectives

Course Curriculum
The program offers students with Artificial Intelligence, Semiconductor with Chinese language courses that are being offered by the Taipei University of Technology and the Chinese Language Training Center:
Structure:
- Semiconductor: (9 Credits – 162 Hours)
- Workshop: (2 days workshop)
- Chinese Language: (144 hours)
Eligibility Criteria:
- Applicants meeting the following criteria are invited to submit applications:
- Individuals from Southbound Policy countries are invited to apply
- The program is designed for sophomore to senior university students
- Applicants must not be citizens of China, Hong Kong, Taiwan, or Macau
- Have not received any financial support from the Taiwanese government, educational organizations, or institutes
