The UNESCO Institute for Lifelong Learning (UIL), one of the specialized training centers and research institutes that promote literacy, adult education, and non-formal learning in cooperation with Shanghai Open University (SOU), has announced a call for applications for its flagship UNESCO UIL-SOU Programme 2026 titled as Strengthening Lifelong Learning Systems through Multi-Level and Multi-Sectoral Engagement. It is one of the prestigious training programs that aims to support countries in strengthening their lifelong learning systems through technical support, policy dialogue, and international exchange.
The objective of the program is to help countries improve governance, enhance coherence between national and local policies, create a lifelong learning strategy, action plan, or road map, and build capacity to manage lifelong learning. For the 2026 cohort, a limited number of countries will be selected to participate. UIL is inviting applications from ministries responsible for lifelong learning that can engage at the national level and work with relevant stakeholders across sectors of governance.
